In fact SELDONOLUM means deliverer and specifically refers to the part of Clal as the one that delivers the people from the inner kingdom limits and “chains” of limited growth.
Then once elements are fused into ONE:

Power to unite islands
Power to bring all inner kingdoms back
Power to bring Illia and Hanna to the outer realms

the outer kingdom is a shadow of what is to be if Womlon succeeds

It does not power the magic to hide them
That’s another part of the magic

But there is a trade off for taking the crystal
Also, at the end of each book, the portals in the Dawning of Time serve as portals into the 4 Inner Kingdoms again.
They are used to go into the the Inner Kingdoms
But Clal finds a way to return the people to the outer world or…….they come in book 5….
Or in other books as the plot sees fit to use the civilizations.
